Hundreds of residents in Indonesia’s restive Papua region have sought shelter in a church after clashes between security forces and West Papua independence fighters left two insurgents, a soldier and a civilian dead.

Fighting flared in Paniai regency in Central Papua province after the West Papua National Liberation Army (TPNPB), part of the Free Papua Movement (OPM), burned a public minivan and killed its driver last week, the military said in a statement.

Two-hundred-and-fifty civilians fled the latest clash, the military said, but a local human rights activist told BenarNews at least twice the number have sought refuge.

As at last October, 76,228 refugees from the ongoing conflict were displaced in the Papuan provinces, the Papua Legal Aid Institute has reported, from a total population of 5.6 million people.

The violent conflict in the western half of New Guinea island is estimated to have cost hundreds-of-thousand of mainly Papuan lives since the 1960s, with the Indonesian government and independence groups accusing each other of serious human rights abuses.

Military forces pursued the TPNPB into the Bibida district of Paniai on Friday, resulting in a deadly firefight on Monday that killed two combatants, according to military spokesperson Lt. Col. Yogi Nugroho.

Residents of Bibida district requested assistance from security forces to temporarily relocate to Madi Church in the neighboring East Paniai district, he said.

“The people of Bibida have never accepted the presence of the OPM in their area due to their arbitrary actions and cruel acts, such as forcibly taking crops, livestock, and even some young girls,” Yogi told BenarNews.

TPNPB spokesperson Sebby Sambom has denied the group committed any criminal acts in Bibida that led to the displacement of residents.

“That’s not true. That’s the Indonesian military and police propaganda,” he told BenarNews.

A human rights and church activist in Papua, Yones Douw, accused the presence of government troops in Bibida of fueling fear among Papuans and causing them to flee.

Douw also said the number of displaced residents was 574, not 250 as stated by the military.

“I asked the people of Bibida directly, and they said that it was not true. They [TPNPB] have never stolen crops, and they have never killed livestock,” Douw told BenarNews, adding they usually bought local produce from residents.

“The TPNPB-OPM allowed them to evacuate because Bibida would be used as a battleground,” he added.

Yogi said according to security forces’ observations, insurgents seeking to destabilize Bibida had taken positions in the forest and nearby regions.

“Therefore, if there are people moving into the Bibida forest, they can be confirmed as sympathizers or members of the OPM,” he said.

Security forces on Friday retook Bibida, which had been under TPNPB-OPM control, Yogi said.

One of the slain Liberation Army members was identified as Danis Murib, a deserter from the Indonesian military who had abandoned his post in April.

“Yes, he was a former active member of the Indonesian military who joined the TPNPB four months ago,” Sambom told BenarNews.

On Saturday, the TPNPB shot dead a government soldier, identified as Hendrik Fonataba, in the neighboring Puncak regency, Yogi said.

In 1963, Indonesian forces invaded Papua – like Indonesia, a former Dutch colony – and annexed the region.

Papua was incorporated into Indonesia in 1969 after a United Nations-sponsored referendum, which locals and activists have decried as a sham because it involved only about 1,000 people. However, the U.N. accepted the result endorsing Jakarta’s rule.

The Indonesian Defense Ministry said last month it had requested a bigger budget to buy high-tech weapons that can “detect or retaliate” against Papuan groups who know the region’s terrain better. 

Human rights activists criticized the ministry proposal, arguing it would escalate violence and lead to more civilians being caught in the crossfire in the mineral-rich but underdeveloped region.

Jayapura, Jubi – A total of 20 Cartenz Peace Operation Task Force personnel were sent to Intan Jaya Regency, Central Papua Province following the attack on the Homeyo Police Station on April 30 2024 which resulted in the death of a teenager named Alexsander Parapak. Not only that, this Task Force will also investigate the burning of the Inpres Pogapa Elementary School building on Wednesday 1 May 2024, and the attempted attack on Koramil 1705-05/Homeyo on 2 May 2024 by an armed group suspected of being the West Papua National Liberation Army Free Papua Organization or TPNPB -OPM. This was conveyed by the Head of the Papua Regional Police, Inspector General Mathius Fakhiri in Jayapura City, Friday (5/5/2024).

“We hope today can be calmer. I am also trying today to be able to add additional personnel assistance and our helicopter can land safely because yesterday it couldn’t come in. “So today we are adding strength to take action,” said Fakhiri.

Fakhiri said that if additional personnel had arrived at Intan Jaya, his party would take tactical and technical steps in comprehensive handling of Sugapa, the capital of Intan Jaya. With the hope that in the future there will be no more disturbances.

“Our helicopter is under maintenance and the other is in Boven Digoel. Our personnel have also been shifted there. “When we arrive there, we will immediately take security measures together with the Intan Jaya Police,” he stressed.

Police Chief Fakhiri admitted that he had received reports that in Intan Jaya there had been disturbances in security and order (kamtibmas) such as shootings. Government services will certainly be disrupted and paralyzed. However, he asked the government to continue providing services to the community.

“The only survivors are Polri and TNI personnel and the task force assigned there. “Meanwhile, other civil servants chose to leave to protect themselves,” he said.

Commander of the Joint Regional Defense Command (Kogabwilhan) III, Lieutenant General TNI Richard T.H. Tampubolon said the joint TNI-Polri apparatus had succeeded in cracking down on the TPNPB-OPM movement in Intan Jaya. “TPNPB has disturbed security and tried to control the Homeyo area for three days in a row, causing fear among the local community, some people even fled to protect themselves,” said Richard.

According to Richard, the armed disturbances and arson carried out by TPNPB also paralyzed community activities in the area. “Today the TNI-Polri security forces have succeeded in carrying out an action against the TPNPB group in the Homeyo District area,” he stressed.

Richard said the joint TNI-Polri apparatus assigned to Intan Jaya involved the Habema TNI Operations Command (KOOPS TNI) unit and the Nanggala Damai Cartenz Task Force. The results obtained from this operation are that the Homeyo District is gradually recovering from TPNPB’s sporadic actions.

He assessed that control of security is very meaningful for the smooth and conducive situation in the lives of local people in carrying out their daily lives and activities. “The firm crackdown operation against OPM in the Homeyo District area is an effort to create regional security that will support all processes of accelerating Papua’s development,” he said.

Komnas TPNPB spokesperson Sebby Sambom in a written release said that TPNPB Region VIII Intan Jaya troops managed to shoot 4 members of the Indonesian military and burn down an elementary school building on May 1 2024. “TPNPB-OPM Kodap VIII Intan Jaya Brigadier General Undius Kogoya is responsible for the deaths of 4 “TNI-Polri members and an empty back car,” said Sambom.

According to Sambom, the shooting incident occurred at 12.05 WIT afternoon in Enarotali Regency, precisely in Bibida Village. The incident started when members of the TNI-Polri entered without permission so we shot them. We hope that we don’t blame the people of Enarotali.

“We are also ready to carry out operations in Enarotali, Deiyai, Dogiyai and Nabire districts, these 4 areas are the TPNPB-OPM operational areas. “We convey this because Prabowo Subianto and top Indonesian military officials have agreed to discuss law enforcement, so before sending TNI-Polri troops, prepare the coffins of your members’ bodies and then send them,” he stressed. Today February 7, 2024, is the one-year-old detention of the Air Susi Airplane pilot from New Zealand, Philip Max Mehrtens, who was detained by the West Papua National Liberation Army – the Free Papua Organization, the Regional Defense Command III Ndugama Darakma under the Regional Commander-in-Chief Brigadier General Egianus Kogeya on February 7, 2023, during the national liberation war “War of National Liberation” against the Indonesian government in the West Papua Territory.

We affirm that the struggle of the West Papua National Liberation Army – Free Papua Organization (TPNPB-OPM) is an Act of International Law Enforcement that guarantees the Right of the Papuan Nation to self determination based on an Agreement between the Government of the Republic of Indonesia and the Government of the Kingdom of the Netherlands at the Headquarters of the United Nations on August 15, 1962 and recorded under General Assembly Resolution Number 1752 (XVII) 1962 of the United Nations, September 21, 1962.

The West Papua National Liberation Army (TPNPB) using this “War of National Liberation” is based on the history of manipulation of legal rights for the self-determination of the people of West Papua and the history of violations of international law related to the status of the West Papua Territory. Historical facts prove that the legal status of the West Papua territory under International Law is a territory that has been sovereign and independent in 1961, therefore the TPNPB has the right to maintain sovereignty in order to enforce international law that is guaranteed in accordance with the United Nations Charter “Self-defence”.

Thus, in the context of the one-year detention of the New Zealand Citizen Susi Air pilot, Philip Max Mehrtens, who was detained by the West Papua National Liberation Army-Free Papua Organization, Defense Regional Command III Ndugama Darakma under Regional Commander Brigadier General Egianus Kogeya, then we from the National Command Central Headquarters, the West Papua National Liberation Army-Free Papua Organization as the higher authority of the military organization in West Papua issued an official statement that:

1. The West Papua National Liberation Army-Free Papua Organization holding a pilot from New Zealand hostage is not actually the main target, but a guarantee of the Indonesian Government’s Violation of allowing Civil flights to enter the war area between the TPNPB-OPM (Milter of the Papuan Nation) and the Indonesian Military;

2. The hostages took place according to the standards of the law of war. Pilot Philip Max Mehrtens landed his plane in a war zone using the Susi Air airline which was subsidized by the Indonesian Government with the Pioneer Operations program. TPNPB-OPM Ndugama Darakma suspects that the New Zealand Pilot is carrying out a pioneering operation task which is an Indonesian Intelligence operation to destroy the struggle of the Papuan nation and spy on the movement of the West Papuan National Liberation Army (TPNPB);

3. We announce that in one year the Government of the State of Indonesia and the Government of the State of New Zealand are unable to open up to Peace Negotiation with the Papuan nation in the context of the release of Pilot Philip Max Marthens who is a New Zealand citizen who was detained by TPNPB-OPM;

4. We condemn President Jokowi and the Indonesian illegal Government in West Papua who are unable to answer the demands of the West Papua National Liberation Army (TPNPB) of the Defense Regional Command III Nudgama Darakma and are also unable to accept the offer of Peace Negotiations with the Management of the West Papua National Liberation Army National Liberation Army (KOMNAS TPNPB) headquarters for the release of the Pilot for one year. And also to the New Zealand Government who still does not want to accept a good offer from the West Papua National Liberation Army (TPNPB) in the release of the Pilot. Both countries have failed in their efforts to seek release through peaceful ways, still underestimate the goodwill efforts of TPNPB – OPM;

5. We are disappointed with Melanesian countries that have never paid attention to humanitarian crises including the release of New Zealand Pilot and the armed war categorized as part of the international armed conflict character, which has been going on for too long in the Pacific region. This is the failure of Pacific regional governments such as MSG and PIF that are not in accordance with the humanitarian norms of the lives of the indigenous people of the islands in the Pacific, and the West Papuan nation invites countries in the Pacific region to be a solution for the safety and release of Pilot from the rotten intentions of Indonesia who are trying to victimise this Pacific citizen from New Zealand;

6. The Management of the Central Headquarters of TPNPB gave the highest appreciation to the Commander of the TPNPB Regional Defense Command III Ndugama Darakma and the Troops for being able to carry out the noble task of ensuring international humanitarian law in war in accordance with the “1949 Geneva Convention III related to the protection of prisoners of war and the IV Geneva Convention on protection of civilians”. This is the proof and reputation of the West Papua National Liberation Army (TPNPB) because it has proven to be treated well, guarantee health and save Pilot Philip Max Martherns from the deadly attack of the Indonesian military. Therefore, through the Central Headquarters Management of National Command of TPNPB OPM will grand awards for the dedication, sacrifices and extraordinary work carried out by all TPNPB Regional Command III Ndugama Darakma troops;

7. In order to protect humanity and ensure human rights, the Management of the Central Headquarters of the National Command, the West Papua National Liberation Army (TPNPB) will return the pilot Philip Max Martherns to his family through the Jurisdiction of the Secretary General of the United Nations (UN).
